The California High-Speed Rail Authority (Authority) continues its commitment to conduct public outreach and to keep stakeholders informed of regional activities. Here are some updates for the Northern California Project Sections.


Statewide Update


1. June High-Speed Rail Authority Board Meeting

During the June 14 Board of Directors’ meeting, the Board unanimously re-elected Board Chair Dan Richard and Vice Chair Tom Richards to their respective positions, and appointed Northern California Regional Director Ben Tripousis as the Authority designee to the Transbay Joint Powers Authority Board.

2. Early Train Operator

Five world-class teams submitted Statements of Qualifications in April in response to the release of the Early Train Operator Request for Qualifications, issued in December 2016. During the June 14 Board of Directors meeting, the Board unanimously voted to approve the issuing of a Request for Proposals (RFP) for Early Train Operator Services and all five groups have been invited to submit proposals. An Early Train Operator will assist the Authority with the development and management of the initial operations of the high-speed rail system. Early engagement of a train operator is a critical step that moves beyond planning, design and construction towards a commercial operation phase. By strategically partnering with a private sector operator, the Authority will be able to ensure that the high-speed rail system is designed to enhance ultimate commercial value and profitability.


3. ConnectHSR

ConnectHSR is the California High-Speed Authority’s Vendor Registry, a free online vendor registry that provides business, small and large, with a quick and easy way to get connected to high-speed rail business opportunities.  Once registered, firms will be listed when current and prospective prime contractors search ConnectHSR for sub-contractors by trade, region and/or certification type. Firms that register on ConnectHSR receive notifications of high-speed rail procurement opportunities and business-focused events, such as Pre-bid Conferences, Meet the Primes, Small Business Workshops, training and more. 4. June Construction Update

The California High-Speed Rail Authority is making significant progress on construction of the high-speed rail system in the Central Valley. Thus far, there are 11 active construction sites building high-speed rail infrastructure. All totaled, there are 119 miles of construction underway in the Central Valley, representing over $3 billion in investments. What's New in the San Francisco to San Jose Project Section


The Local Policy Maker Group (LPMG) was created by Caltrain in 2012 to facilitate public participation on the Caltrain Modernization (CalMod) Program. The LPMG is an advisory group, comprised of officials, selected by the 17 cities and three counties along the Caltrain corridor. Since January 2016, the Authority has hosted this meeting on a bi-monthly basis. In June 2017, the Authority hosted the LPMG meeting in San Carlos.


Participants were provided updates on the following topics:

  • Statewide Program: Construction Update and Early Train Operator RFP
  • San Francisco to San Jose Peninsula Corridor Funding Plan
    • California Department of Finance approved the sale of $600 million in Proposition 1A Bonds. These funds were identified by the Legislature and pending approval of Caltrain’s Full Funding Grant Agreement by the Federal Transit Administration.
  • City of San Mateo Grade Separation Funding Agreement
    • $84 million Funding Agreement has been finalized with the City of San Mateo and Caltrain for the construction of the 25th Avenue Grade Separation Project.
  • Project Schedule and Outreach Update

The Authority continues stakeholder coordination and outreach along the San Francisco to San Jose Project Section corridor with additional public meetings in station cities, Environmental Justice outreach, and ongoing coordination and collaboration with Caltrain staff.


What’s new in the San Jose to Merced Project Section


The Authority hosted a two-day meeting in June for a delegation from the Federal Railroad Administration (FRA) and the United States Department of Transportation (USDOT). Authority staff guided its federal partners on an alignment tour of the San Jose to Merced project section on June 20. Authority representatives also engaged the delegation in a walking tour of Diridon Station in San Jose. Diridon is projected to be one of the busiest high-speed rail stations once the Silicon Valley to Central Valley segment is operational.


Geotechnical Progress


Geotechnical work to determine geologic conditions along the alignment is in full swing. Drilling crews are collecting rock samples from borings on public right of way along State Route 152 in the Pacheco Pass, where the Authority is planning to tunnel through part of the Diablo Mountain Range to connect the system from San Jose to Merced. This geotechnical work is necessary to obtain core samples and ground water data to inform future tunneling procurements for the area. Look for a video release in July with more information on the geotechnical investigation currently underway in the Pacheco Pass.




The Authority continues community outreach along the San Jose to Merced Project Section and continues to participate in public meetings in collaboration with local stakeholders, city partners and community groups.
